The completion of the Judgement Day crossover and the events of the Zero-Hour led to a major reordering of the Justice League franchise. The biggest of these changes was the cancelling of JUSTICE LEAGUE INTERNATIONAL and the transfer of it's long term writer Gerald Jones (GREEN LANTERN, The Comic Book Heroes) into the main JUSTICE LEAGUE AMERICA book. With him he brought the core of the JLE characters (Flash III, Metamorpho, Power Girl and the Crimson Fox) with a team that saw a departure from the previous JLA (notable with the absence of Booster Gold and Blue Beetle who were slated to appear in the new EXTREME JUSTICE series) with only the long standing Fire and the present leader Wonder Woman remaining.

Around this core of known members Jones operated an "open house" policy for the league so that any character could join if they so wanted. Via this plot device Karter Hol "returned" to the Justice League for the first time and Obsidian and Nuklon joined from the now defunct Infinity Inc. group.

The artist style was defined by penciller Chuck Wojkiewicz who's distinctive heavily built characters and a similar heavy industrial approach to technology gave the period in question an identifiable and recognisable style. From the start Jones used subplots that he had established during his run on JLE and built on what would become his trademark for his run on the series - relationships, including the examinations of various character’s sexualities (with the first "out" JL character since the Tasmanian Devil) and almost every character trying to come to terms with some personal problem or another. While Gerald Jones run on the League was perhaps the most complex and adult orientated run yet, it did sufferer to an extent in alienating perhaps some of the younger fans and a section of the casual readers. In my personal opinion I liked it, it was different yes, but it also managed to deliver quite a united package. It's main problem was eventually declining sales, a problem that it has been argued has faced the book since start of the Breakdowns story-line. It was due to this that the second series of the JLA was cancelled with issue 113 along with both of the spin off books (EJ and JLTF).
